Was forced to bribe Rs.800 for a copy of Sale deed

There is a gentleman at the Varthur Sub-registrar who is waiting to pounce on people to pay bribe. No one can approach the officials (who are all involved in this scam). You have to go through this guy and he asks for Rs.800 for a simple copy of the Sale deed even though this should not cost more than *******
