My friend finished constructing his house. When he went for getting the CR, he had to pay 5K as bribe to the people there. He didn't want to bribe, but be cannot resist as well because he had constructed the house with no set backs against rules. So, since he himself broke the rules, he needed undue help from corrupt officials and he made use of them. I wonder who is the culprit here.
Similar is the case when he registered his plot. He bought for 15 lakhs and registerd for 9 lakhs. RTO is not a fool to believe this, so my friend had to pay 20K as bribe for registering.
