While driving cought on signal (talking on mobile phone)

I was waiting for a green light on cannuaght place signal. My mobile rang and I pick up the phone. The person who called me was confirming where should he wait so that we can pick up him quickly on busy street outside railway station. While I was talking to him on phone, light turns to Green and I took the left turn. May be I might be driving and talking on phone for hardly 30-40 seconds. Police saw me talking on phone and asked me to pullover. He started explaining me rules and demanded 200 rupees. Ultimately I bribed him 200 rupees and move ahead. In case if fines are properly disclosed and made it a chart, I could have paid the fine instead of bribing the police.
