While riding my bike for having mud on number plate

I have paid INR 10 to the police man standing in the signal for having Mud on my number plate and the which was written and visible from any normal distance. He asked me money by threatening that he will take me to the court when i was urging to my office. and I have paid INR 500 for getting the police verification certificate from Hinjewadi police station even though i had all my documents clear.
