Why bribe is require for passport verification

I saw either people were paying on their wish or asked by officer in rt nagar police station.I am not sure why police are like that. Do they think een once they get paid by govt for the veriication.Even if not MEA should charge applicants but it is real shame to see bribe taking and asking inside police station with fear that if not given police can create lot of problems in future.I.think SHO should take ownership.
