Why to pay for something the Postman is SUPPOSED to do?!?!?!?!

I am disgusted with the system I have been witnessing ever since I shifted to Delhi from Chandigarh.
Today the postman came with the passport of my parents, and since they were away at office, I had to receive the same.
Normally the procedure which I've seen being followed in Chandigarh is that the postman verifies the identity (by showing of a Govt. document, License, passport etc) of the person receiving the courier. And then only hands over the document. But, instead of asking for any document, the corrupt man asked if I have money. I asked why, to which his reply was, "agar paise ni hai toh mai passport kaise dunga?!". I was startled by his reply! So, after consulting my father, I had to pay him Rs.200 (100 per passport), just because it was urgent to get the documents. Really felt like beating the **********outta that guy. I fail to understand, why on earth do I have to pay that postman for something that he is SUPPOSED to do!!??
He was just taking benefit of the situation. Just because my parents have to go abroad next month for official duty, I didn't do anything.
I really don't know where all this is going!!
Is this the nation's true identity?! A corrupt nation?!!
