Always wants cash amount more than fine without receipt!

Traffic police in Bangalore always look for cash without receipts, they normally say while blinking u should have taken u turn so Rs 400 fine,but pls pay 200 cash, I say, whatever is the amount pls send that to my home address, 50% of time fine didnt come and rest of the time it was Rs100/- only!!!!!
