Paid to police constable to passport verification

I paid 1000/- for passport verification, he was asking me more than 3000/- saying u r an engineer, drawing more so u can pay...
helplessly i paid coz dont want to take problem in passport issue.
********** is barbil.. it is not there in ********** list.
