Want to bring one incident to the notice and ask what could I have done/or what should be done in such circumstances?


This happened last Wednesday(8/21/2013) at Sector 43 red light in Gurgaon. I was in my car at the red-light and was talking over mobile phone. Like it happens in case of red-light, the car still crawls like at the speed of 2 or 3. One traffic cop came and told me to come out of car and show me documents. I was surprised and asked what is the problem and what did I do wrong? To this question, cop became furious and tried to take the keys of my car. I came out and politely handed over all the papers. All the papers were complete and he asked me to give 500 rs as bribe or he will challan me for talking on mobile while driving. I told him that it was red light and traffic was not moving. But he paid no heed and instead threatened me that he will also challan me for misbehaving. I was totally taken aback by such harsh bullying by cop. I mean they are there for public service or public harrassment. Since, I was adamant that it was not my fault and I shall not pay a single penny, he forfeited my driving license and challaned me and told me to ask for the same in court. I had no idea what to do now. Since, I am from different city and was just travelling through Gurgaon, I told him that I want to pay challan here only and don't want to come again and pay challan in court as it will be a hassle. He took 1000 Rs as challan money, gave my license back and mocked me that I should have saved 500 Rs if I would have paid the bribe. I felt like a victim in my own country.

Now, what should I have done in this circumstances? I was challaned and victimized for no mistake of mine, then I was harrassed with heavy Haryanvi slangs. Everyday we hear incidents about Gurgaon Traffic police bullying and no one does anything. Everybody is just happy if they find their way out by paying small bribe. That's the kind of society we are encouraging. In the end I too felt like I should have bargained for 500 Rs bribe like all others.
