EXTRA PAYMENT FOR TOWING THE *******

I have parked my scootter in a foot path as there was no parking place. The traffic police charged me Rs 300. Two hundred through black berry(Rs.100 as fine and Rs.100 as towing charge) Also another Rs.100 towards additional charge for towing.Hence two charges towards towing the veh. Why wo receipt for towing charge?
