Minute speeding on a vacant road

I was going on normally on a jln road in jaipur on my bike and was stopped by traffic police for speeding.thier camera showed that i was diving on a speed of 43km/hr n a limit is of 40 km/hr for bikes.
i asked them to excuse as the jln road is the most widest road in city(6 lane) and was vacant too.so by mistake i was not able to lock my 200 cc bike till 40km/hr.
the constable asked me too pay 400rs as fine,which i didn't had so he asked me to pay whatever u have in pocket pay that and go,,,i got 200 bucks but i resisted and deposited my D/L there and got a recipt of 400 rs fine,which i deposited next day and collected my D/L.but i didn't paid a bribe.
here my point is this limit of 40 km/hr is an old rule when the roads were not good and bike were of less capacity,,now a days bikes are getting wide n fine n bikes r growing in power,so the bar of 40km/he should be raised
