Can a policeman (and not a traffic policeman) fine us for having an expired pollution certificate?

Is there a fine for having an expired pollution certificate?
If so, how much is the fine we have to pay?
Can an ordinary police man (the one with a brown uniform) demand to see our car's pollution certificate?
Can he fine us for that or is it only the traffic police that can do that?

Any officer not below the rank of sub-inspector of police or inspector of motor vehicles is empowered under the Central Motor Vehicles Rules of 1989 to demand from driver or owner of the vehicle for production of a valid PUC certificate. A vehicle, not carrying a valid PUC Certificate is liable to be prosecuted under Section 190(2) of the Motor Vehicles Act. A penalty of Rs.1000/- for first offence and Rs.2000/- for every subsequent offence of violation has been provided as per Delhi Motor Vehicles Rules 1993.
