Renewal of an out-of-state, expired DL

My DL from Maharashtra expired just more than a month back, and I finally went to the local RTO in Bangalore for renewal. I approached an officer in the RTO who my neighbour had referred to me. He informed me that the "fee" would be Rs. 3500, which subsequently came down to Rs. 2500. I refused and took my documents back saying that I will apply for a fresh license. Now he wants to "help" me get a fresh license at a "premium". I am willing to wait it out and test the system without paying a bribe. Want to know:

- Is it necessary to get an NOC from Maharashtra and attach that with the application? If so, what is the process for doing that?
- Can I go to any RTO in Bangalore or only the local one which has jurisdiction over the area where I live?
- What are the fees for renewal? On the website it says Rs. 100 penalty for >30-days-expired license, plus Rs. 150.
