Insisted to pay a penalty

I was noticed at the Jubilee Hills check post by the traffic cop that I was talking on a mobile while driving. He stopped me and said that I could be challaned and when asked for the charge he said it could be Rs 500/-. He was hinting at me that I could go by paying Rs 100/- but I insisted that I am ready to pay Rs 500 and I opened my purse to pay him the amount. Whatever prompted him he was not willing to challan me looking at my age and that my wife was beside me but complaining that if he does not show the amount to his inspector and other who were stading away, they would think that he has taken the entire amount that I paid and he will have to face the music. At this point I suggested that he write the challan so that he will not be in trouble with his seniors. Then he decided to let me go. No challan and no bribe. At the end I was left confused.
