No bribe paid for death certificate

The concerned person issuing death certificate initially said only 5 copies of death certificate can be issued and it would cost Rs 125/-. We asked him to provide a break up of the charges. He said the cost included registration charges and Rs 50/- for 1st copy and Rs 20/- each for subsequent copies. Since information available on the website was different (Rs 10/- for each copy), we questioned him slightly, trying not to offend him. He 'offered' to give us a receipt for the payment, at the time of collecting the certificate. Hence we made an initial payment of Rs 125/- for 5 copies.
On the day we went to collect the certificate, he provided us with 10 certificates, an acknowledgement for the application and gave us a receipt for Rs 140/-. He refused to take the remaining charge of Rs 15/-! This got us confused as to whether Rs 140/- was the correct cost for processing it.
I suppose the acknowledgement and receipt had to be given on the day of applying for the certificate.
