Very clean
This was some 3-4 years ago. I was helping my wife get her Driving Licence. We were very pleasantly surprised that the entire process was entirely bribe free. Of course, there were several steps in the process and we had to go to the Department a number of times, but the process was entirely smooth and bribe free. The officials were very helpful with qustions also. Very nice.
