Attempt to kill officer while on speaker phone

I was talking on speaker phone and driving in traffic on extreme right side of road. Got pulled over by a traffic cop on motor cycle. Says I was talking on phone and that I did not stop at a police nakabandi 1 km before. Claims he was chasing me for 1 km. Says I need to pay fine of Rs 3000 for phone, Rs 6000 for running from police and Rs 8000 for car being from another state. I showed him company car documents so he says I need letter to drive company car else it is considered stolen. I did not have money to pay fine but he would not accept my license. Offered to goto ATM to pay fine but he would not let me. Paid him Rs 500 after 1/2 hour of trying to find a solution. Happened near Goregaon highway.
