Bribe For Accident Bike RTO Checking

On 31.12.2012, my dad was hit and run by a car and taken to Central GH through 108. The 108 ambulance was called by Thirunavukarasu(HC, but not sure), Crores of thanks to them. who was in the police station, just 500 mt away from the accident spot. LAter I got call from the ambulance authority, Dhanpandian and I reach the hospital by 6.30. There the traffic Sergent (TS )and SI [Chinnapan] of D6, ********** square police station came and collected all the information and went. Later I shifted my father to a private hospital since we feel safe when compared to the GH. Then comes the twist. The Accident vehicle was taken on the same day of the accident by the police and handed over to the D6, ********** square police station. On 4th Jan, I went to the police station to take my vehicle. They told that as per the rules the accident vehicle needs to be checked by the RTO and then only it can be taken home. So the traffic Sergent (TS, whom I met in the hospital earlier) gave one number of MR ******* (seems to be SI) who will take me to the RTO in Mandaveli. Mr.********** was in Ayanavaram at the time. Then when I take the vehicle from D6 police station, the TS came to me and told that he was about to ask money even in the GH itself but since the SI was there he couldn't ask, he told. Out of fear, than I've to take the vehicle, I gave him Rs 100, then he looked at my purse and asked me to give 500 which I turned down initially and gave another Rs 100 to him. Then I escaped from him with my purse and moved to mandaveli RTO for vehicle check. Then Mr.********** came there and took me to RTO. At the time I didn't have originals of License and Insurance. So Mr.********** got my orignal RTO and asked me to show the Vehicle on the next coming monday. Then he dragged me beside the tree and asked me to consider me. I could n't get his word. Then he asked me to give 100, which I've to since he got my originals. Then I came on next monday to Mandaveli RTO for checking. There comes the another twist. The traffic sergeant who asked bribe was there. He again asked amount from me. Mr. ********** was explaining him about me that I didn't bring my originals on the last time. Suddenly the Traffic Sergeant asked Mr.********** to seize my vehicle and take to the court. Then Mr.********** told that it can't be done as I've brought my originals today. Then after the RTO Check, Mr.********** asked amount from me. Again I paid him Rs 200. The most horrible thing which I felt was, I was not at thhe fault. I was the victim of the accident. My dad was in coma at the time when these people were getting money from me. The reason I need the vehicle was I've to make trip to hospital, police station and to my home. But these responsible fellows were IR-responsible, How can we change this? If I don't pay him the bribe, Will I ever get the bike ???
I don't remeber the name of the traffic Sergeant. But I'm sure that he was chinnapan, SI of D6 ********** square (not sure about the designation. He was wearing brown cap and not blue one).
I'd be happy if some responsible person see this and take action against them. Lets hope for the best.
