I applied for a passport in the second half of 1994 to appear for GRE Exam. Several weeks after completion of police enquiry, I did not receive my passport. I went with my GRE Hall Ticket to the passport office to request expediting the processing so that I can appear for GRE. I was asked to go through several tables and finally when I got to the "right" one, I was asked to pay Rs. 500 to get my passport. I thought that it is the "rush" fee but to my dismay I found stacks of passports bundled on that table. After I paid my "fees", the gentleman took out my passport from one of the stacks and handed it over to me!!!
