Hi,

I am a resident of Bhandup West, Mumbai.
I was held by a traffic police at Bhandup Station-(W) Junction for a random check.
I was not carrying the original copy of insurance of my two wheeler, whereas I had a soft copy and rest all documents were up to date. At first I had a debate with the officer since he overlooked a motorist jumping the signal without helmet and three people on a bike (probably because he had a sign of a local political party at the rear number plate instead of number on it). I asked the fellow to check the soft copy meanwhile I would get the original copy as I stay behind that signal. The person declined to do so and said soft copies are not valid and are not entertained. Later on I said I would show the document where ever required with in 15 days (as per my knowledge if any document is missing it can be shown in the police station within 15 days with no fine- which could be wrong either), for which he said there would be a fine.
Since I was running out of time as I had to go to a bank and it was a Saturday so I agreed to pay the fine. He asked for Rs. 200/- fine, against which I asked for a receipt.
The real story starts here, he said he did not have the receipt book (which he said challan book) at the moment so I ended up on another quarrel with him. Finally I was given a receipt against my license to goto the nearest traffic police station viz. Solapur signal, Mulund West, Mumbai and collect the license there after showing the original document.
After visiting the station a couple of times, I was finally given my license next Sunday even without having a look at the insurance papers. When I asked for a recepit there, I was again declined; the officer said point one you are coming on Sunday and then asking for a receipt that was not fair on his part. Also said, he is doing a favour by not charging more though it was a Sunday. I took the conversation as a healthy joke and asked for the recepit again, he then got aggresive and started kind of abusing me with the same outsider dialogue which they always use since you do not speak the same language as their's.
This has happened to me a several times and not just once since this was my daily route to office. These people(traffic police) always over look the real traffic breakers. I doubt do these people even have a driving license? Are the even authorised to drive on the road? Do they even have basic sense of traffic rules. Just because they are acquaintance to the police men, or are from local political parties does not make them rule the road and covert them to jungles. I always get super frustrated while travelling the stretch of LBS Marg. The entire road has horrendous traffic conditions- literally life threatening, and these police men encourage the same by ignoring the real messy people and holding on to only the so called "outsiders". Where ever I travel in Mumbai, the same situation prevails everywhere.
PS- The date mentioned above is a tentative date since the last incident happened long back and I got to know about this portal today.
I have gone through the same incident more than a couple of times in past 2 years, I mostly manage to get the receipt whenever I am wrong and even when I am not, however the above is one of those.
I dont know can we irradicate the corruption at upper level or not, but to get rid of this is the biggest fight for the common man fighting to fulfill his daily needs.
Personally I love Mumbai Police, however this level of corruption is eating all the good image for the real fighters.
