Bribe for using mobile while driving

I was driving my car when another car turned right just in front of me, scratching my bumper in front. I was using hands free and hence the traffic police decided to fine me for using phone.
He threatened that my licence will be taken and I will have to go to court to get the licence. Also the magistrate could charge me anything from 1500 to 5000. I told him that I can't go to the court and he can fine me there itself and I will pay the fine. He asked me how much I could pay. I told 200. He laughed off . I took out a 500 note and gave him. He asked for another 100. So I paid a bribe of Rs 600 for talking on the phone for fear of running around the court to get my licenc back.
