Expiration of vehicle insurance and PUC

This happened at Khar road east square near railway station. I am a student and was in Mumbai for 2 months for internship. I decided to use Activa of my friend after a month which was in good condition but none was using it. On the 1st day police stopped me and asked for documents and shown everything other than insurance and PUC which I didn't have. So they (4-5) asked for fine of 2000 and keeping vehicle hostage to them till I get insurance done. We (my other friend) negotiated the matter to 500 bucks.
Yes I agree I was wrong on my part but shouldn't there some provision for such conditions like short duration need? Yes bribe is generally given when you are wrong but everybody doesn't do wrong for the sake of it. I understand it is difficult to make laws flexible but let's have a provision for such.
I am confused whether I should report this or not because at the end the policemen saved my money and trouble with mutual benefit but as Title is I paid bribe I thought reporting it here would be apt. I feel paying bribe is beneficial for payor in large number of cases than acceptor. Anyways this is a good platform
