Getting sanction plan

I had to go through one of the longer routes to get a sanction plan. My father gave me a share of his property through a gift deed for which I wanted to construct am additional first floor. The initial meet with municipal official itself indicated I had to start a discussion with money. All papers Khata extract, khata certificate, ground floor sanction plan from 1970 was intact. However, the journey started from the very moment I handed down copies of papers. There is deviation all over and indications to break down existing floor. BBMP bye laws clearly indicate that existing building needs to be reviewed on a case by case basis if additional floor should be constructed. Nevertheless, things had to move. I had 2 choices; (a) breakdown existing ground floor and take a significant hit on my purse (b) pay for a minor deviation of < 2% deviation due to setback that is missing on a 60 year old property.I want to send a message across to all citizens that if you have the time to prepare and clean papers, do not fall prey to the officials. Persist and question, I was close to being successful to get clean papers by staying within the bye-laws but I lost patience and time running around to sub-registrar office, revenue and engineering departments. I felt helpless and had to yield. I wish this country gets a single window for all property matters.
