I had to pay bribe for renewing my driving licence

I have a driving licence with manual paper issued in 1990. I had to renew it by June of this month. I approached RTO office for renewal. They told me that the details of the old licence are to be computerised and would take time. Even then I was ready to wait. Then they told me that the old manual records were not found and asked me to approach a broker in front of the office. He asked 1000 + government fees and on bargain he agreed for total 1000 (550 fees + 450 to broker to manage the officials). I had no other choice as I needed a valid driving licence.
