Paid "spot fine" due to ticketing machine malfunction for a traffice inspector!!

I had pay Rs. 300 "spot fine" as the ticket issueing machine didn't work to issue fine Rs. 1200 for one of the honest traffice inspector. It was a Friday morning, I was driving my car on Arcot road (near Valasaravakkam) and took U turn on the HDFC signal - here there is no sign board to indicate "No U Turn". He stopped and told me that I shouldn't take U turn, and I told him there is no sign board to say it was not displayed. He went on and told i was obstructing a traffic while taking U turn, and he had to fine me Rs. 1200. I admitted my mistake and without any hesitation, I told him plase issue me the ticket for Rs. 1200. The fun started here, he made me to wait 15 minutes and there is no sign of issuing ticket.

I approached him to check on this and told me that machine is not working and I had to pay "spot fine". Luckily, I asked again give me hadn written receipt for Rs. 1200 then he says its Rs.300!!! Its clear bribe, if i want to pay receipt based fee then I need to wait for another inspector who has working machine. Otherwise, I can pay Rs. 300 and leave.... The entire fiasco has taken almost 30 minutes and due to time pressure I HAD TO PAY.

We can definitely fight against bribe when we have "time", these people are encashing our time. They clear know that you can't take 1/2 day time off for paying traffic fine. I'm not justifying my bribe, but, explaining my helplessness....
