Sorry we dont have receipt books

I hadn't broken the signal turning from Marine Drive to Churchgate but I know it's a place where people are frequently caught and it was my word against the traffic cop's anyway so there was no point arguing. I showed him my license and car papers and specifically told him I WOULD PAY THE FINE and asked for a receipt. He returned my license and took Rs. 100 from me. He had some receipt book in his hand, went behind the car and came back to my window still holding the book. Then he said he doesn't have the cash book with him and gave me a blank look. I told him I wanted to settle the matter then and there because I am constantly travelling and it would be impossible for me to go to the police chowky and collect the license but he refused to tear a receipt for the cash. I know that I really don't have the time or energy to go running on fools errands to retrieve my license from the chowky and I was already running late so I dropped the matter and drove off. Yes, I accept that was my fault but at the same time, if the objective is to levy a fine, why the inconvenience? Why do police men not have receipt books, particularly at junctions where they know for a fact they will be catching many people?
