It has become a common practice to bribe BMC (to common Mumbai men it should mean Bombay's Most Corrupt)official even when you are not at fault. Shops & Establishment department in Mumbai Municipal Corporation charges bribes upwards of Rs. 750/- just for allowing you to acrryout business without harassments. If not paid, they will summon you to court where Judge will not listen to any clarification or reasoning but will increase the fine to double on each arguments. If not bribed, they will take up all kind of issues and make one to waste lots of time between courts and offices.
Similar situation is with Octroi department. If you wish to pay the right amount of octroi and do not bribe BMC staff on top of it, they will charge you Octroi delebratly on higher side deciding on their own the value of the product at their wims and fancy and make one feel helpless and disgusted. on top of this, they will make their vigilance squade follow you who will demand their own share of bribe.
