Bribe -A Tradition in Kalva Police Stn Passport Enquiry

Every one has to pay Rs. 200 as bribe for ensuring passport inquiry to smooth and quick.The clerk call each individual in a room and ask for money as if its a sort of processing fees.I don't know since when this tradition is being followed.
