Corruption in Patna Passport Office and ********** (Bihar) Police

I went to the passport office to renew my passport for myself and my parents. Agents approached me and said then can do the job. I denined and said i will get it done by myself. After being in the que for two hours, i ficnally got a chance to talk to the person on the window. The person serving on the Window did not have any professionalism and was very rude. He informed me that the job will be done ion 20 days time and new set of passport will be sent to his home address. I has a sigh of relief and i was happy that i did not have to pay antthing in the bribe. After waiting for one month i did not get any passport. I enquired and found that no action has been taken by th passport officers to resolve the issue. One of the officers i met inside the passport office ask me to "spend" some money but i denied. I was desperately looking for the passport to be renewed as i alrady bought my air ticket to travel overseas in May 2010. When i came out of my office an again approcahed me and offered his help for 1000 rs per passport. I had no choice left as i we had to travel and agreed to give 3000 Rs for three passport. When i said why he is charging 1000 per passport he replied that he will have to : distribute" to the high level officers inside. I paid 3000 Rs. To my surprise the passport was sent to me in one week time. I also paid around 1500 Rs to the police to get porlice clearance in ********** Police station in Nawada. THe whole system is corrupt and unless you pay police and passport office, no matter what happens , your work will not be done. I was very frustrated with the system and the corruption that exists in Bihar Police and Passport department. Even a terrorist can get his passport ( regardless of his citizenship status in India) form Bihar and i am sure this has happened in the past. I know nothing is going to happen or no action is going to be taken, nontheless i decided to put this post to inform other poeple of these "thugs".
