Had to pay extra money to submit request for Change of name

The person's name is Sankar as mentioned by him in the KR Puram Bascom office near ITI Layout. I am not sure about the designation but he is one if the persons who does the data entry of the records. I have been charged a total of 1300 INR. I kept insisting on asking for a receipt and asking about the original charges. I was informed that original charge is 600 INR. HOwever if I contact someone out side they will charge me 2000 - 4000 INR for the same and he is just doing a favor by charging lesser and it was not negotiable as he had to Pay shares to BASCOM engineers.
