Mandatory to pay a bribe for passport renewal

I paid a bribe for passport renewal police verification. The policeman straight away told me "Hazar (1000) rupaye ka rate chal raha hai sir". I was surprised. He was determined to only process the documents if i pay the "fee". So i had to bargain and get him down to Rs 500.
