Needed a police complaint for a lost mobile number

Lost my mobile phone, went to Sim card service provider, but they require a police compliant for issuing a new duplicate SIM card, so went to police station, police officer wanted bill for the phone purchased, by me. shown him the bill. still he wont believe me, so at last, I need police complaint for a lost SIM card. why did the police ask for phone purchase bill? they wanted money and wanted to waste time, the SIM card service provider wont give me a letter so, i could show it to police officer that the number belongs to me !
