Officer demands money to change name

I visited their office for changing name on my electricity bill. They told me to complete the form along with all the required documents. However I was falling short of one document without which he mentioned that it can't be accepted. Later that day, I found that few of my neighbors got their name changed by paying price. On next day I visited the office and I had to make everyone happy with currency bills in their pockets and got my work done. Officials at MSEB, Ulhasnagar-3 are most corrupt officers. They should be monitored closely. I had to pay nearly thrice than required as it was urgent in my case. Otherwise I shouldn't have paid bribe to these mean people.
