The builder is playing tricks on you. It is a sad thing that the builder often connives with the government staff to take bribes from flat owners. Please tell the Builder that you will not pay any such facilitation charges. Please read the FAQs on our site regarding how to get your Khata issued. If you follow this procedure scruplously, then neither your builder not the BBMP can demand bribes from you to get your Khatas.
